How Much Instagram and Facebook Ads Cost in Ukraine

We break down the cost of paid social by parts: the ad budget and, separately, the setup and management fee, the minimum budget at which the ads work at all, CPM ranges and cost per lead by niche in Ukraine, and how much money to budget for a test period.

The cost of Instagram and Facebook ads: the ad budget plus the setup and management fee

"How much do paid social ads cost" is a question with no single figure, because the cost is made up of two different things: the ad budget that goes to Meta, and the fee for whoever sets up and runs the campaigns. On top of that, the cost per impression and per lead in Ukraine varies severalfold from niche to niche. Below is what makes up the total, what budget you really need for the ads to work, and what benchmarks to go by.

01 The short answer: minimum budget and what the cost is made of

If you need a guide with no detail, keep three numbers in mind. Each is broken down later, but for a first estimate they are enough.

  • The ad budget — from $20–40 a day per campaign so the system gathers data to optimise. Less than that, and the money is spent but the result is unstable.
  • The service — management by a freelancer in Ukraine is roughly 6,000–15,000 UAH a month; by an agency, from 12,000–20,000 UAH or a percentage of the ad budget.
  • The test — for the first 2–4 weeks you budget $400–1,000 of ad spend for an average niche to learn the real cost per lead.

The main thing to remember: the ad budget and the fee for the work are separate line items, and when someone quotes "paid social for 5,000 UAH", you need to ask what that sum covers.

02 What the cost is made of: ad budget and service

The total a business pays is made up of two parts, and it is important not to confuse them. The diagram below shows this structure and the benchmarks for each part.

Cost = ad budget (to Meta) + the setup and management fee. These are separate line items.

The ad budget goes straight to the platform for showing the ads. You control it yourself: you set a daily or lifetime limit, and Meta cannot spend more. The service fee is the payment to a specialist or agency for the strategy, campaign setup, creative production, daily optimisation and reporting. It does not depend on where the ad budget went and is counted separately — a fixed monthly sum or a percentage of the ad budget.

03 The minimum budget and why $1 a day does not work

Formally you can launch ads on a minimal budget, but the result will be poor — not because the platform is greedy but because of how optimisation works. After launch, a campaign goes through a learning phase: the system needs to gather data to work out who it is more profitable to show ads to.

The practical threshold is this:

  • a campaign needs to gather about 50 target events (leads or conversions) per week per ad set, otherwise optimisation works poorly;
  • at a $5 cost per lead that is roughly $250 a week for one ad set alone, or $20–40 a day;
  • on a $1–5 daily budget a campaign does not exit learning for months, and the cost per lead constantly swings.

04 CPM, CPC and cost per lead by niche in Ukraine

The cost per impression and per click in Meta is set by the auction: the more advertisers compete for one audience, the more expensive it is. So there is no single rate — it varies severalfold between niches. Below are benchmarks for the Ukrainian market; exact figures always come from a test.

05 What affects the cost per lead

Even in one niche, two advertisers can get leads at a cost that differs by two or three times. The difference comes from factors that stack on top of each other.

  • The audience. Too narrow burns out fast and drives a high CPM; too broad with no signals spreads the budget across irrelevant people.
  • Creative and offer. A strong proposition and a compelling creative raise CTR and lower the cost per click; weak ones do the opposite.
  • The landing page. A slow page or one that does not match the ad loses part of the traffic, and the cost per lead rises.
  • Season and competition. Before holidays and in the high season more advertisers enter the auction, and CPM rises for everyone.
  • Account history. An account with restrictions after review or with frequent bans runs ads more expensively.

06 How much a test period needs

A test is needed to learn the real cost per lead in your niche — before it, any calculation is approximate. The test budget is set not for a day and not for a month, but for the period the system needs to exit learning and show stable figures.

How to size the test budget:

  • 2–4 weeks of the campaign running at a working daily limit ($20–40 a day for an average niche);
  • plus a buffer for 2–4 "audience + creative" combinations, so there is something to compare;
  • in money, for an average niche that is usually $400–1,000 of ad budget for the test.

After the test it becomes clear: the real cost per lead, which combinations work, whether it is worth scaling and to what budget. Without this stage, launching a large budget means paying for the learning at an inflated price.

07 The cost of setup and management: agency, freelancer, DIY

The fee for the work depends on who runs the ads, and each option has its own logic on money and risk.

  • A freelancer — roughly 6,000–15,000 UAH a month for management in Ukraine. Cheaper than an agency, but the result depends heavily on the individual, and there is no backup if they drop out.
  • An agency — from 12,000–20,000 UAH a month or a percentage of the ad budget (usually 10–20%). More expensive, but there is a team, processes and contractual accountability.
  • DIY — "free" only at first glance: it is your time to learn and run it, plus an almost guaranteed budget overspend in the first months while you have no experience.
